California

A Stanford-led review reports that the median measurability score across more than 7,000 California LCAP goals was zero, only 7.9% included an explicit numeric target, and more than one-third were duplicated across agencies.

National — RAND

In RAND's nationally representative educator panels, 67% of principals and 44% of teachers agreed that their school improvement plan had led to changes in teaching practices.

RAND also found that familiarity mattered: teachers who knew the major points of their SIP were more than 40 percentage points more likely to believe it changed practice and would improve the school. (p. 3)

National — 100-district scan

A 100-district scan found that 75% of strategic plans referenced greater collaboration or transparency with parents, while relatively few proposed a system for achieving it.
